[ROOT] scaling of sumw2 in TH1

Hi,
I wonder whether it is intended to simply scale the fTsumw2 data member of
TH1 if the TH1 is scaled by TH1::Scale(scale) as is the current
implementation. This makes fTsumw2 and the sum of the squared errors
of all bins differ after scaling. So I'd prefer scale it with the square
of 'scale'.
