[ROOT] ACLiC.BuildDir expansion

Hi,

I suppose, it can be convenient to use variables from environment in the 
ACLiC.BuildDir entry of rootrc files. E.g.

ACLiC.BuildDir:        $HOME/s/var/root

The short patch attached implements this feature. To apply it type
patch -p1 < TSystem.patch
from the top directory of ROOT sources.
