Hi Igor
By default ROOT (for Windows) is a WIN32 application and requires neither cygwin no X11 to be used.

The Win32 application can not use any X-server unless you built the special X11 version yourself. The X11 version can use the cygwin X-server but you will not be able to use it without cygwin at all.
