win95 version of root 2/009

Hi,
  Someone here has a problem with the win95 version of root.  If we
don't download MSVCIRT.DLL, when root is run it complains that a
required DLL file, MSVCRT.DLL, was not found.  If we do download
MSVCIRT.DLL then we get the same message.  OTOH, if we rename
MSVCIRT.DLL to MSVCRT.DLL we get 

The MSVCRT.DLL file is linked to missing export
MSVCRT.DLL:__pioinfo.

Can someone point out the error in our ways?
