Follow up to TMapFile problem on NT4

As a follow up, i just checked and the problem does not seem to exist on
Unix machines.

So I guess this is a bug.  Is there a workaround?  Presently, I have
to kill both processes to get things to start normally, which is 
not feasible for our online system.
