fix LabelsDeflate for TProfile 
(bug https://savannah.cern.ch/bugs/?77149 )

improve the TH1::LabelsDeflate and TProfile::LabelsDeflate to fix also the case when an "unlabeled" 
bin exists between labels 
do also some code cleanup in both LabelsDeflate and Inflate
