In XrdProofdNetMgr:
- try only once when opening connection to the other xproofds for admin operations
- remove additional cache layer for logical connections to other xrootds: it prevents
the connection garbage collector to work properly; connections are anyhow cached
inside the connection manager
- reduce the locked zones when sending or broadcasting to other xproofds.
