[ROOT] Feature Request: File opening option

Rooters,

For some purposes it would be really nice to be able to use a TFile 
opening option which creates the file if it does not exist, and opens 
it otherwise, opening for writing in either case, but not overwriting 
the file. This option would be best named 'APPEND', IMHO. Admittedly 
there is quite possibly some confusion between APPEND and UPDATE, but 
it's hard to avoid in any case.

I know that this can be done by the user by using UPDATE, checking on 
IsOpen and opening with NEW if it's false, but I think that this is a 
common enough idiom that Root support is warranted.
