In fact, there's a acinclude.m4 in the current ROOT (3.00/01). It's in 

   $(ROOTSYS)/build/misc/acinclude.m4 

or 

   <datadir>/acinclude.m4  

after a "make install". Also, in man/root-config.1 there's a short
(very short) description of it's use. 

The acinclude.m4 isn't as tricky as the one supplied by Matthew, but I
believe it does the trick anyway.
