[ROOT] New memory allocation and VC++5.0

Hello Rooters,

Today, I found out that cint's new memory allocation system 
can not be compiled with MicroSoft VC++5.0 (or VC++ 97). This
looks like a compiler limitation. It works fine with VC++6.0.
If any of you have urgent need to fix this problem, please let
me know. You need older version of following sources.
   Apiif.cxx, vcstrm.cxx
I'll think about including older version of above files in future
cint release.
