[ROOT] New binaries for Windows (including a debug version)

Hi Rooters,

Thanks to Oleg Zhabitsky for reporting the problem with #include <iostream.h>
under Windows. I have now fixed the problem.
I have regenerated the windows binary files and added a new binary distribution
for Windows compiled in debug mode. This was requested by several people.
