[ROOT] making libevent

I'm using root v2.26 on windows 2000 and I'm having trouble making the
libEvent.dll library.  I run the script stress.cxx to build it and then it
complains that it doesn't know how to make libEvent.dll.
any help is appreciated, I'm pretty new to root.
