Did you see %ROOTSYS%\test\Makefile.w32 makefile. it is done for NMAKE.
Can you just run it from that directory as follows:

cd %ROOTSYS%\test
NMAKE -f Makefile.win32

to make sure it works for you.

Next time don't forget to mention which "operating system"
you are working on and include the list your environment variable also.

The line "Delay.C" doesn't work is not very useful taking in account
thet "delay" is YOUR code.
