[ROOT] Qt impl: Windows and UNIX, progress report

Hello folks, there were several questions of impatient users about
Qt progress. There were 340 downloads of the evaluation versions.

 I've spent some time to clean things up to allow using TQt implementation with 
 minimal changing of the core ROOT. (So far some corrections were needed).
 I think I have achieved this goal.
 The latest version of code is available as usually from cvs 
 http://www.usatlas.bnl.gov/~fine/QtRoot/QtRoot.html#source

This code was compiled for both platforms in question as Windows as Linux and
it works under Windows (one can download the evaluation). There are still some
 (anticipated :-)  problem with X11 event loop.

I'll be away for several days. So don't expect me reply your questions (look for answers
on   http://www.usatlas.bnl.gov/~fine/QtRoot/QtRoot.htm
 
No new functionality against of what was already provided. By this reason I have not 
upgraded my binary distribution for Windows.

The code is still lack of full support of TG<classes> 
as http://www.usatlas.bnl.gov/~fine/QtRoot/QtRoot.html#tguiclass describes.

The code is still very "rude", sorry.
