[ROOT] Win32 Canvas bug + axis label bug

Dear Rooters, I want to report two bugs I have been experiencing for a long time and I presume they shouldn't be too difficult to fix. 

1) When I open a canvas in Win32 very often the size of the window addressed by ROOT is smaller than the true window rectangle. This results to an ugly zone running horizontally at the bottom of the canvas window that looks transparent. It appears that the canvas window is first opened and then resized and in that process ROOT assumes a window size smaller than the real one.

2) When I plot histograms, the axis values are automatically resized to happily overlap. I guess there could be a condition in the resizing method to prevent this from happening.
