[ROOT] Rules to send mail to ROOTTALK

Dear Rooters,

With a growing users base, we are spending more and more time
in providing support via the roottalk mailing list or other channels.

It would simplify considerably our life if some very basic rules were used
before sending mails to roottalk. I have prepared a web page describing
these simple rules. See:
