Did you really follow all the instructions for Windows users given at the
download page? http://root.cern.ch/root/Version305.html

In case you reinstall Root and you had an old version, check 
if you have a file .rootrc or $ROOTSYS/etc/system.rootrc containing
a wrong path in lines like

WinNT.*.Root.DynamicPath:   .;$(ROOTSYS)/bin;$(PATH)
WinNT.*.Root.MacroPath:     .;$(ROOTSYS)/macros
