Avi,

Because your Tree variable is declared as a float, Root assumes that
it can take any value between min and max.
If your variable was declared as an integer, Root will make sure
than the bin width is an integer and this problem will not appear.
Up to you to force the number of bins and the binning.
See the Users Guide. I recommend you to upgrade your "years-old"
system to a more recent version.
