It is not problem of any particular system. On either system the code
should be compatible with version of system and compiler run-time share
libraries (DLL).

versions of VC++ run-time libraries on your path.  Usually it is the
result of manual installation / de-installation of some package('s)

Since you did not find it then your current applications (by the way not
just ROOT rather entire system) may have been working properly "by
chance".

So you should try keep looking for the cause
