PROOF: more things

Dear Gerardo,

since you've been so quick to respond to PROOF issues (thank you for that!), I'd like to mention two more things where in my opinion there is opportunity of improvement:

1. I noticed that TChain::Draw() can be excruciating slow when the connection between X server and X client has high latency (most notably for multi-dimensional histograms). I think this is due to feedback histogram after feedback histogram still being painted long after the underlying calculation has finished. It would be nice to detect such a situation and to drop some of the histograms from the display queue.
2. Since there seem to be some error conditions in TChain::SetProof(), in my mind it would make sense to return success or failure as a boolean instead of returning nothing. Also it would be nice to have a function like eg. TChain::GetProof() to query whether PROOF is enabled or not.
