Christian is the expert and should correct me if I'm wrong, but I recall that the deb packages use the "--prefix" installation method and does not use ROOTSYS. They are mutually exclusive. Instead of $ROOTSYS/{bin,lib,include}/ one gets <prefix>/bin and <prefix>/{lib,include}/root/.
I suggest never setting ROOTSYS=/ and then try to do any build related things as the "root" user.
