root makefiles

Hi,

great that the makefiles are here! I tried them, but unfortunately not
with immediate success...

On Linux persil 2.0.34 #1 Fri Jun 5 07:43:40 PDT 1998 i686 unknown with
gcc version egcs-2.90.29 980515 (egcs-1.0.3 release) I had the following
problems:

o) The make procedure does not create lib, bin, include directories and
   fails when it tries to write e.g. libraries to the root/lib directory.
   Creating these by hand was a workaround. 

o) mmalloc.h tries "#include <ansidecl.h>", a header which seems not to
   exist on my egcs compiler. As a workaround, I hacked mmconfig.h to
   avoid this to happen. 

After these two everything compiled, and the installation passed the tests
in the test subdirectory (apart from the test of the GUI).
