  My personal understanding of this issue that CERNLIB libraries 
are under the control of CERNLIB office of CERN and you should ask 
them this question not ROOT team.

  ROOT team (or anybody from ROOT community world-wide, for 
example yourself) might be provide an C++ interface between an user 
application and CERNLIB but only CERNLIB office can provide 
re-destribute the CERNLIB librarires itself (in any form). There are 
quite strong CERN rules and Copyright notice on this point as well.
