ROOT is a collection of the dynamic libraries DLL's.
The "test" subdirectory of the ROOT Developer kit contains an example of
Makefile to build ROOT DLL's and executables.

You make compare this makefile with those on UNIX to find Windows NT
  features.

For STAR at Brookhaven National Laboratory offline we are using the single
makefile for all platforms and "standard" GNU make to create STAR ROOT-based
DLLs for Windows NT. The GNU make was downloaded from the "regular"
  GNU FTP site

             prep.ai.mit.edu

and was compiled just out-off-box with no Cygnus extra tools to be
  installed / envolved.

I'd like to mention the code for Windows NT is compiled with DEBUG information
and it is HIGH optimized at the same time.

                          Valery
