new class TBase64 for base-64 encoding and decoding of data. Code has been
refactored from TAuthencticate (EncodeBase64() and DecodeBase64()), where it
was "hidden". Need this code also for encoding of user name and password
in TWebFile.

This form allows you to request diffs between any two revisions of this file. For each of the two "sides" of the diff, enter a numeric revision.
