Get in 'c' the string in common at the beginning of 'a' and 'b'.

Return:

• 0 a and b are not contained in each other, i.e. c != a && c != b
• 1 a is contained in b, i.e. c == a (includes a == empty)
• 2 b is contained in a, i.e. c == b (includes b == empty)
• 3 b is a, i.e. c == b == a (includes a == b == empty) Auxiliary function for path scans.
