Visual Studio used to include a version of InstallShield (with license).
Are you sure you don't already own it?

Also, Visual Studio Installer (which uses the Windows Installer facilities)
is available free of charge from Microsoft and requires no license.  It
allows a lot more options and control over the deinstall than InstallShield,
I think.

I recently figured out how to append to the PATH environment variable using
VStudio Installer, so I know it can be done.
