Before jumping to code coordinate transformation I urge you to read
about the WCS library.

This library implement coordinate changes between 25 coordinate systems.
There are published paper defining the coordinate system and
conventions.
This documentation is normally what is missing when you try to use
coordinate transformation code from somebody else.

The library is tied to the FITS format but a port to a root class 
for describing coordinate will be fantastic to have.

This library is in general use in the astrophysics community so it is
well tested/debugged.
