Very likely you met a problem with the "env.variables" memory under Win 9x. It is about 256 bytes (there is no typo here, I did not miss "K", it is not 256 Kbyte it is very 256 bytes). By this reason the setting you think you did were discarded and ROOTSYS variable was not installed at all.
