[ROOT] Focusing Behavior for Gui frames

Hello Rooters,

While running my gui and for guitest as well, I cannot raise the main
window above any subwindow. This is kind of a nuisance especially if all
the windows do not fit on a single computer screen. Then one has to cycle
through them by minimizing.  Has anybody else seen this?
