Hi Alan,
there's no need to run configure, as you installed the binaries 
(win32gdk). You only need to configure if you build root from sources. 
In your case you want to unpack your binaries including paths somewhere 
(say C:\), set %ROOTSYS to that directory\root (e.g. C:\root), and %PATH 
to %ROOTSYS%\bin (e.g. C:\root\bin).
