I suspect he means that he defines an histogram with a set range, bin width etc. and when he attempts to fill the histogram with a value which would normally end up in one of the overflow bins the histogram automatically has enough extra bins added to it such that the new data is placed in the last bin at whatever end of the range.

I.e. the range isn't scaled but increased as and when needed.
