I cannot understand how you end up with this URL

    ftp://root.cern.ch/%2f/root/root_v5.21.02.source.tar.gz the right URL is <ftp://root.cern.ch/root/root_v5.21.02.source.tar.gz>   

ftp://root.cern.ch/root/root_v5.21.02.source.tar.gz

you can reach the right URL from our download web site at http://root.cern.ch/

   http://root.cern.ch/twiki/bin/view/ROOT/Download

      http://root.cern.ch/root/Version521.html

It might be that your problem is simply a networking problem. Try again.
