New version of root 2.00/07 for WindowsNT/95

In the distribution kit for WindowsNT/95, it was found that
h2root was not converting correctly the histogram titles or other
character strings. This was a side-effect to our move to the latest
Cernlib and our change of compiler from MS Fortran to DEC Fortran.

I have now rebuild the tar file for WindowsNT/95.
If you use h2root on this system, I recommend you import
the latest file.
